The primary purpose of a LOPA assessment is to confirm the adequacy of existing control measures relative to the organization's acceptance criteria.
LOPA is a semi-quantitative risk assessment, often performed in addition to a HAZOP risk assessment. The main variables for the calculation are equipment reliability factors (SIL).

LOPA is conducted for both a single scenario and an entire system or process to understand the overall level of sufficiency or requirements for installing additional safeguarding.
Each of the analyzed barriers in LOPA undergoes an effectiveness assessment to be categorized as an independent protective barrier, which will then be referred to as a safety critical element (SCE).
